Die Landeshauptstadt München erlässt aufgrund von Art. 7 Abs. 1 Satz 1 bis 4 i. V. m. Art. 3 Abs. 1 des Gesetzes zur Vermeidung, Verwertung und sonstigen Entsorgung von Abfällen und zur Erfassung und Überwachung von Altlasten in Bayern (Bayerisches Abfallwirtschafts- und Altlastengesetz – BayAbfAlG) vom 27.02.1991 (GVBl. S. 64, BayRS 2129-2-1-U) sowie der Art. 23 und 24 Abs. 1 Nr. 1 und 2 und Abs. 2 Satz 2 der Gemeindeordnung für den Freistaat Bayern (GO) in der Fassung der Bekanntmachung vom 11.09.1989 (GVBl. S. 586, BayRS 2020-1-1-I), zuletzt geändert durch Gesetz vom 07.08.1992 (GVBl. S. 306), folgende Satzung:
